Proposals

It is proposed to implement new Electric Vehicle Recharging Point Only parking places in Bellgate, Bennetts End, Henry Wells Square, Leverstock Green and the Queen’s Square car parks within the town of Hemel Hempstead, Hertfordshire.


Reasons

Electric Vehicle charging infrastructure has recently been installed in several car parks in Hemel Hempstead. A new Traffic Regulation Order is therefore required in order to prevent non-electric vehicles parking in the Parking Places and preventing Electric Vehicles from being charged.


Road Traffic Regulation Act 1984

The specific grounds with which the Council are using for the implementation of the proposed scheme as above are encompassed in the following sections of the Road Traffic Regulation Act 1984 for making a Traffic Regulation Order:

- Section 1 (f) for preserving or improving the amenities of the area through which the road runs.

- Section 32 (b) for the purpose of relieving or preventing congestion of traffic.


Traffic Signs Regulations and General Directions 2016 and Traffic Signs Manual

All of the associated signing and lining will be in accordance with the Traffic Signs Regulations and General Directions 2016 and Traffic Signs Manual Chapter 3 and 5.


Equality Act 2010

Thorough consideration has been given to the equalities duty of the Council under Section 149 of the Equality Act 2010.


Residents and Statutory Consultations

A Public Consultation (Notice of Proposal) process is now due to take place, hence the publication of these documents. This will allow the general public and Statutory Consultees the opportunity to issue any comments or observations for a period of 4 weeks.

The results of this upcoming consultation will be analysed and used to determine how to proceed with this scheme.

To participate in the consultation, please complete the questions in the survey below and then press submit. Please ensure that your comments relate to this proposal and not another council consultation running at the same time. If you wish to participate in another consultation then you will have to select that consultation from links found on the Lets Talk Dacorum home page. Submitted comments that are not related to this consultation may be dismissed.

This consultation clearly sets out our position and any objections to these proposals (including the grounds on which the objections are based) should be made via the ‘Objections Form', or, if objectors do not have online access, at any of the offices listed below.

The consultation commences on Wednesday 14 August 2024. The deadline for the receipt of objections is Wednesday 11 September 2024.

Representations of support will also be received during this time.

Data from this consultation will be collected and held and processed by ADL Traffic and Highways Ltd and Dacorum Borough Council and may be shared with DBC Officers and Borough Councillors. The data will be used to produce a consultation report and to provide feedback to Councillors. Individual respondents will not be identified in the consultation report without permission. What happens next?

Once consultation ends on 11 September 2024, we will consider all the responses received and prepare a consultation report.

The consultation report will help us reach a decision about whether we enact the Traffic Regulation Order to make the electric vehicle charging only order enforceable.

The report will be available to everyone that takes part in the consultation and a copy will be published on our website.

A report on responses to the survey will be made publicly available after the consultation has closed.
