Proposed Controlled Parking Zone 'V' - Station Road, Berkhamsted

Proposals

We proposed to implement changes to the existing waiting restrictions on Station Road, Berkhamsted. The proposed changes consist of the following:

  • Introducing a Permit Parking Area (Residents Only), to be in operation Monday-Sunday 8am-8pm - allowing only permit holders to park in Station Road during the restricted hours.
  • Introducing Dual Permit Parking/Limited Waiting Bays adjacent to The Crystal Palace pub, in operation Monday-Sunday 8am-8pm. During this time, non-permit holders will be allowed to park in the bays for up to 4 hours and will not be permitted to return for 2 hours. Permit holders will be permitted to park here for as long as they like. Any vehicles will be able to use these parking bays outside of the restricted hours of 8pm and 8am the following day.
  • Additional No Waiting at Any Time (Double Yellow Line) restrictions – to prevent parking where it is deemed inappropriate.

Reasons

The proposals have been formulated in response to concerns being raised with regards to non-resident vehicles (consisting of shoppers and commuters - whom would not be eligible for a permit) parking on Station Road, meaning residents are unable to park near to their properties. Additionally, the implementation of Dual Permit Parking/Limited Waiting Bays will formalise current parking habits between The Crystal Palace pub and the junction with Castle Street, whilst providing additional parking opportunities for residents with a parking permit.

These measures are also being proposed for the following reasons:

  • For avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising.
  • For preserving or improving the amenities of the area through which the road runs.

Road Traffic Regulation Act 1984

The specific grounds with which the Council are using for the implementation of the proposed scheme as above are encompassed in the following sections of the Road Traffic Regulation Act 1984 for making a Traffic Regulation Order:

  • Section 1 (a) For avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising.
  • Section 1 (c) For facilitating the passage on the road or any other road of any class of traffic (including pedestrians).
  • Section 1 (f) for preserving or improving the amenities of the area through which the road runs.
  • Section 32 (b) for the purpose of relieving or preventing congestion of traffic.

Thorough consideration was also given to the factors set out in Section 122 of the Road Traffic Regulation Act 1984 in proposing this Traffic Regulation Order which include:

  • Section 122(2)(a) Securing and maintaining reasonable access to premises

Traffic Signs Regulations and General Directions 2016 and Traffic Signs Manual Chapter 3

All of the associated signing and lining will be in accordance with the Traffic Signs Regulations and General Directions 2016 and Traffic Signs Manual Chapter 3.

Equality Act 2010

Thorough consideration has been given to the equalities duty of the Council under Section 149 of the Equality Act 2010.

Residents and Statutory Consultations

Residents and businesses affected by the proposals will be consulted over a four-week period from Monday 29 September 2025. A plan of the proposed parking zone with a supporting letter providing information on parking permits will be posted directly to residents within the zone and also residents within the wider area which explains the proposals and the reasoning behind them.

The consultation commences on Monday 29 September 2025. The deadline for the receipt of objections is noon on Monday 27 October 2025.

Once consultation ends at noon on 27 October 2025, we will consider all the responses received and prepare a consultation report.

The report will be available to everyone that takes part in the consultation and a copy will be published on our website.

A report on responses to the survey will be made publicly available after the consultation has closed.
