Consultation on the Renewal of the Sex Establishment Licensing Policy
We are reviewing the Sex Establishment Licensing Policy and are seeking the views of residents, businesses, responsible authorities and other interested parties on the proposed renewal of the policy.
We are inviting comments on the proposed policy, which sets out the approach the Council will take when considering applications for sex establishment licenses within the Borough.
This is your opportunity to have your say on the proposed renewal of the Sex Establishment Licensing Policy and to provide comments on whether you consider the policy to be appropriate, clear and effective.
Why is this needed?
Dacorum Borough Council has a licensing policy in place relating to sex establishments. The policy provides guidance on how we will exercise our licensing functions when determining applications for sex establishment licenses.
Although there are currently zero licensed Sex Establishments in Dacorum, we are required to keep our licensing policies under review to ensure that they remain appropriate and reflect the needs and circumstances of the Borough, as well as relevant legislation, guidance and local considerations.
Responses received during the consultation will be considered before we make a decision on whether to adopt the renewed policy.
What is a Sex Establishment Licensing Policy?
The policy sets out our approach to the regulation and licensing of sex establishments within Dacorum.
It provides a framework for the consideration of applications and assists applicants, license holders, residents and other interested parties in understanding how the Council will approach its licensing responsibilities.
The policy also sets out relevant considerations and expectations in relation to applications for sex establishment licenses, while recognising that each application must be considered on its individual circumstances and in accordance with the relevant legislation.

We are proposing to renew the Sex Establishment Licensing Policy.

Comments are welcomed on the proposed policy, including any views on:
- the content and clarity of the policy;
- the proposed approach to sex establishment licensing within Dacorum;
- whether the policy appropriately reflects local circumstances;
- whether any aspects of the policy should be amended, added or removed; and
- any other matters you consider relevant to our approach to sex establishment licensing.

What happens next?
The consultation will close on Monday 26th October 2026.
Once the consultation has closed, we will consider all responses received and prepare a report setting out the outcome of the consultation and the proposed next steps.
The report will be considered by the appropriate Council decision-making body before a decision is made on whether to adopt the renewed Sex Establishment Licensing Policy.
The outcome of the consultation and the final policy will be published on our website.
