Keeping You Safe in Your Home and Community

At Dacorum Borough Council, we are committed to making sure everyone can live safely and peacefully, both inside their homes and in the wider community. We take anti-social behaviour seriously and act quickly to protect residents from harassment, nuisance, or distress.

What is Anti-Social Behaviour?

Anti-social behaviour (ASB) includes actions that cause, or are likely to cause, harassment, alarm, or distress to anyone. Examples include:

  • Noise, vandalism, or graffiti
  • Harassment, threats, or intimidation
  • Drug use or dealing
  • Housing-related nuisance

Sometimes ASB is also a crime. In emergencies or if someone is at risk, always call 999. For non-emergencies, you can contact the police on 101 or report issues anonymously through Independent UK charity taking crime information anonymously | Crimestoppers.

How We Can Help

When you report ASB, we will:

  • Speak to you about what has happened and how it has affected you.
  • Keep all information confidential.
  • Investigate the situation with our housing or ASB officers and speak to witnesses or the person causing the problem.
  • Work with other council departments, support services, and the Safer Neighbourhood Policing Team if needed.

Most problems are resolved quickly, but if behaviour continues, we can take legal action such as:

  • Community Protection Notices
  • Injunctions
  • Closure Orders
  • Possession proceedings (for council tenants)

Before You Report

It can help to consider:

  • Approaching the person causing the problem carefully
  • Mediation to resolve disputes
  • Avoiding ASB situations when possible
  • Notifying landlords or letting agents if the person causing issues rents privately

Out-of-hours reporting: We don’t operate an out-of-hours service for ASB. In an emergency, always call 999.

If you’ve reported ASB and the problem hasn’t improved, you may request an Anti-social behaviour case review. This brings together different agencies to reassess your situation. For more details, see our ASB Case Review page.

    The Grow Grovehill (Clear, Hold, Build) Community Launch Event was hosted by Dacorum Borough Council and Hertfordshire Police, on the 20th January 2026 at Grovehill Community Centre.


    It was an opportunity to introduce the Grow Grovehill and Clear, Hold, Build activity to local residents. Clear, Hold, Build means removing harm from an area, keeping it safe, and then working with the community to help it thrive.

    During the event, visitors had the opportunity to:

    • Learn more about the Clear, Hold, Build approach, key achievements, and Grow Grovehill vision
    • Meet with partners from across Dacorum Community Safety Partnership and share feedback
    • Share their ideas for the ‘Build’ phase
    • Enjoy refreshments from Sunnyside Rural Trust and free face painting from Aga’s Fantasy Faces
