What is a tenancy agreement?

    A tenancy agreement is a legally binding, written document that explains the rules and responsibilities between you and your landlord (Dacorum Borough Council). It says what you need to do as a tenant-like paying rent on time-and what your landlord will do, such as keeping your home in good condition. It helps make sure everyone understands what to expect during your time living there. 

    Why is the tenancy agreement changing?

    The tenancy agreement was last updated in 2013. We’re making changes now to make it clearer, more up to date, and to ensure it reflects current policies and legislation. Most tenants’ rights remain unchanged.

    Who is affected?

    All tenants are included, but the impact differs:

    • Secure tenants → The new agreement will automatically replace your current one on 1 April 2026.
    • Introductory tenants → You’ll move onto the new secure agreement after your introductory period ends.
    • Fixed-term tenancies ending before April 2026 → If you’re offered a new tenancy, it will convert to a secure tenancy under the new agreement.
    • Fixed-term tenancies already expired → You’re already a secure tenant; your tenancy updates automatically in April 2026.

    What's actually changing?

    Changes include:

    • Clearer, more accessible wording.
    • A better structure and layout.
    • New clauses added to reflect legislation and good practice.

    How does this affect me?

    The tenancy agreement review might change some of the rules you follow as a tenant. It could affect how we get in touch with you, what you’re responsible for, or how we carry out routine visits. Our goal is to make the agreement clearer and fairer for everyone. We won’t make any changes without telling you first. This consultation gives you the chance to share your views before anything is decided.

    Does this affect my rent or tenancy length?

    No. These updates do not change your rent, tenancy length, or security of tenure.

    How can I give feedback?

    Tenants have several options:

    • Online survey (preferred) via QR code or website.
    • Paper survey available on request or from Council offices.
    • In-person appointments or group sessions.
    • By phone via the contact details in the consultation letter or on the main page

    Where can I get a paper copy or alternative format of the survey?

    Paper copies are available at Council offices.
    Large print, translated, and alternative formats can be provided on request.

    Who can I contact if don't know the answer?

    • Direct tenants to the Summary of Changes or FAQs online.

    Do I need to sign a new tenancy agreement?

    No. If approved, the updated agreement automatically replaces the old one on 1 April 2026.

    What happens next?

    After the consultation closes:

    • All of the feedback will be reviewed and a final draft will be made.
    • The updated tenancy agreement will be checked and approved by Cabinet in February 2026.
    • We will send you a formal letter to let you know about the changes along with a copy of your new, finalised tenancy agreement. 
    • We will launch the new Tenant’s Handbook so that everything is clear and easy to follow. 
    • The new agreements will take effect from 1st April 2026.

    When will the changes take effect?

    From 1 April 2026. Until then, tenants remain on their existing agreement.
