What is this about?
The updated Housing Revenue Account (HRA) Business Plan sets out the long‑term approach to managing and investing in council housing. It explains how the council will look after and improve existing homes, build new affordable properties, enhance energy efficiency and reduce carbon emissions. It also outlines the commitment to keeping homes safe, well‑maintained and affordable for residents. Covering the next thirty years, the plan shows how these goals will be delivered in a financially sustainable way.
The latest update to the HRA Business Plan is available for you to view here.
Why we are asking for your views:
Although the 2026 HRA Business Plan has already been approved, your feedback remains essential. As a council tenant or leaseholder, your day‑to‑day experience helps shape how we plan for the future. We want to understand what matters most to you so that the 2027 Business Plan reflects residents' priorities.
By sharing your views now, you’ll help guide future investment, ensure homes remain safe, warm and affordable and strengthen the role tenants play in decisions that affect their homes and communities. Your insight today will influence how housing services are delivered in the years ahead.
What's in the plan?
The HRA Business Plan sets out a series of commitments that will guide how council housing is managed and improved over the coming years. It includes plans to maintain and upgrade existing council homes, alongside a major focus on boosting energy efficiency so that all properties reach EPC Band C by 2035. The plan also outlines the intention to build and acquire new social housing, ensuring that more residents have access to secure, affordable homes. It reaffirms the council’s responsibility to keep homes safe, well maintained and aligned with future standards. In addition, it strengthens opportunities for tenants to be involved in shaping services, including the launch of a new Tenant Voice Panel in Spring 2026.
How you can take part:
You can take part by sharing your views through the online questionnaire below, commenting on the priorities that matter most to you and highlighting where you feel the council should focus its investment. The survey is designed to be quick and easy to complete, usually taking around five to ten minutes.
What happens next?
All feedback will be carefully reviewed and considered before the next Housing Revenue Account Business Plan is finalised. A summary will then be published to show what residents told the council and what actions have been taken as a result. This is your opportunity to help shape the future of council homes in Dacorum and you can share your views using the questionnaire below.
